The ratio of rice and water is 1: 3 ie one part of rice standard glass and add 3 parts of water.

Usually about a cup and a half per cup and a half of rice, depending on your tastes. I like a little less, but you never want to use less than one cup of water per one cup of rice or it'll be far too dry.

Sticky rice needs a bit more water then regular rice so one cup of raw rice to three cups of water should give you what you're looking for.
