What is the difference between ponies and horses?

Are ponies just genetically mutated?

Ponies are horses that are under a certain size. The cut off between a horse and pony is 14.2 hands at their withers. A hand, or 4 inches, is what horses are measured in. There are different pony breeds and each can be somewhat different in their build and temperament.

"Ponies" are just another name for the miniature horse and regular horses are full size and able to be ridden by adults.
