Seamonkey (www. seamonkey-project. org) was initially developed as part of a suite of programs by the Mozilla people (as in Firefox). The advantage to seamonkey is that not only you can do your work in html but also it has a graphic user interface so you can design graphically and then tweak the resulting html.

If you know HTML and/or a scripting language, I suggest you use Notepad++. [If you're looking for a WYSIWYG, download an Adobe Dreamweaver trial! If you don't know how to build websites, it's probably better to use an online tool like Google Sites or Weebly.
