In English, it is a pair of poetic verses, almost always in iambic pentameter (10 syllables a line, with stress on every other syllable, starting with the second), which rhyme with each other. It typically occurs at the very end of a poem or poetic speech, and has a finality or summary quality to it.

A rhyming couplet is a poetic stanza two lines long. The last words of the lines rhyme with each other. Most poets use multiple couplets to create a poem longer than two lines.
