Commonwealth generally means something that is beneficial for all people, or society as a whole. In American history and geography, a commonwealth is really no different nowadays from a state. The difference in name between states and commonwealths began at the nation's formation, when commonwealths were more opposed to Britain's king. Virginia is one example of a commonwealth.

In British History, the term is used to describe the (voluntary) relationship between the former member states of the British Empire. The Singapore Declaration ratified that each member state must co-operate within a framework of shared common values and goals including the promotion of democracy and human rights.  add a comment
