It depends on what kind of harassment you're talking about. Sexual harassment in the workplace is prohibited by federal law. Complaints not resolved by the employer should be taken to the EEOC. In terms of harassment by a neighbor or old boyfriend, e.g., the complainant must show how the behavior was damaging.

There is more than one type of harassment but basically the law says that we all have the right to live in peace without being somehow threatened.

It states that an employee is not required to tolerate harassment to keep a job; nor, suffer harassment that unreasonably interferes with their work performance or creates an abusive environment.

The law prohibits harassment of an individual by another. The key is in the definition of harassment, which has to create an inability for the victim to function normally. Annoyance is not harassment. Laws regarding sexual harassment are federal laws.

The law states the harassment in any form realted to gender, sexual preference, age or color is not only illegal but will not be tolerated in any form.
