This can be caused by congestive heart failure, as fluid around the heart puts pressure on the lungs. This could also simply be caused by an anxiety disorder.

Shortness of breath at any time should be investigated by a physician. You could have a heart condition. You could also have undiagnosed asthma. See your doctor. There is no substitute for the answers you will get from definitive medical tests and a real diagnosis.
