For cats with hip dislocation surgery is almost always necessary. The recommended surgery for this condition in cats is called a Femoral Head Ostectomy or FHO. While this surgery is expensive it is less then other procedures.

A dislocation can be easily fixed by a vet without the cost of surgery. If it can't than its a bigger problem like a break or strain. In that case move objects the cat uses to places it can easily access or jump to. Give it nice soft things too.

There are 2 ways of treating: surgically or conservatively. You can choose an FHO, or you can replace the hip and hold in place with a pin. If you choose the conservative option, it involves anesthetising the cat, and manually replacing the hip (possible within a short time of the dislocation occurring).

Surgery can be an option, as well as amputation if it's bad enough. There's a possibility that the cats hip can be snapped back into place.
