If they fly, it could be a type of midge or other assorted noseeum. If you have itchy spots with what looks like black dots, that could be chiggers instead.
Most likely a stored food pest. Get rid of any possible source (old spoiled food) and the problem should go away. If they reside in your garden/lawn they may be fleas or ticks.
