Pretty pretty princess would be about the only dressing up game I can think of for a very young daughter.

I would advice you to get Sims. it is a really nice game in which you can choose the design for you house and the design for your clothes. You would design someone life from A to Z including his/her job field and the food they eat and even their time schedule !
