It most definitely was around in 1981. Heavy Metal was developed in the late 60s and early 70s. 1968 is considered the year the first metal records were released, with albums by Blue Cheer and Steppenwolf. By 1981, Metal was well developed and had many bands recording the music.

Yes, it has been around since the 1960s when bands like the Rolling Stones were rock and blues and continued in the 70s with bands like Led Zeppelin and others.
