This is absoluteley a scam. There are no companies that hires people to stuff envelopes. There are machines that do this type of job and can stuff thousands in several minutes so it makes no sense to hire anyone to do it. Put the offer in the trash

Almost certainly yes! When you respond to these types of ads, you'll always be asked for money - either for a "startup kit" or for an incredibly outdated list of companies, supposedly looking for envelope stuffers. Generally, any work-at-home job that asks for money upfront is going to be a scam!
