When the Jehovah's first started, they were considered a cult. They now are accepted as a mainstream religion, and are recognized by the government with tax-exempt status. Technically this makes them NOT a cult -- although many would still consider them a cult. Recruitment, however, does not necessarily make them a cult.

If being required to recruit is the justification for a sect of religion to become a cult, then Mormonism would have to be considered a cult as well. All religions evangelize, however, some do it to a different extent. Jehovah's Witnesses have an established church and their followers interact fairly normally within the larger society. So I would say no.
