The Holiday Inn is considered a hotel. I believe that the difference is that a hotel hallways on the inside, rather than a motel where each room door opens up to an outdoor porch. Motels tend to be smaller and dingier than hotels, although they tend to be very common especially in beach towns.

Holiday Inns through the 1970s typically had open breezeways and were indeed "motels" (i.e., hotel-like lodging near motorways), but nowadays they commonly have enclosed hallways characteristic of hotel buildings.

Since motels can usually be found alongside roads or highways, outside the city, and hotels are usually found inside the city, the Holiday Inn should be considered a hotel.
