Prank calls may violate federal and state statues depending upon content. A call that threatens or instills fear of bodily injury constitutes an asault, subjecting the caller to civil and/or criminal liability. A profane call can amount to licentious conduct in violation of criminal and civil statutes. Repetitous calls may violate statutes which prohibit harrassment, stalking, and the like.

Harassment is against the law and if the prank calling is frequent, offensive, or blatant, is may be construed to rise to the level of harassment. It could also be considered "stalking" and as such, would be against the law in most jurisdictions which have anti-stalking legislation on the books.

Possibly, depending on who is called and the exact nature of the call. Calls that defraud or false emergency calls are certainly illegal. Less serious calls might constitute phone harassment under the laws of some states, especially if there are repeated calls to the same number, or if a call is not terminated on request.

If there is offensive or vulgar language then that could be. It should remain friendly and fun in a non threatening way. If there is anything within the phonecall that would offensive and illegal in person than it should be against the law on the phone as well. It isnt against the law to call someone though.
