Thomas Jefferson did shoot a man, Rodney Cox from North Carolina. Cox was found guilty of treason and since treason was the only punishable crime listed in the Constitution, Jefferson felt the importance of carrying out the conviction. Jefferson served as the only member of the firing squad.
