Stimulus checks are non-negotiable instruments. You can certainly cash the check and forward the proceeds to your mother. However, the amount will still be taxable income to you the following tax year.

Your check cannot be made out to your mom. You may have the check sent to your mother's address, but the check would still be made out to you. The best way to do this would be to endorse the check and then give it to your mother to cash.

A legitimate paper check should not be able to be cashed by a person whose name does not appear on the check even with your consent. You may choose to deposit it to your mother's bank account or cash it at a check-cashing place and hand the cash to your mother. Some supermarkets offer check-cashing services as well.
