Yes, it is. Easy bake ovens have been around for years and if they were not safe to eat out of they would no longer be sold. Your best bet is to only eat the foods which were made to be baked in the easy bake ovens rather than trying your own recipes.

The baking mixes that are sold for use with an Easy Bake oven contain the same ingredients as normal baking mixes. If you follow the directions, the food is safe.

It should be considered as being safe and okay to eat the food from an Easy Bake Oven. Easy Bake has been around for many, many years, and I, personally, have never heard of anyone whose thought that the food made with the light bulb oven for children was unsafe.
