If a cockatiel's tail feathers are pulled out, is it normal for it to shy away and sleep a lot?

I'm concerned about the change in my bird's behavior.

How did the feathers come out? Was it a mishandling? It is possible he is now shying away from humans to protect himself. Otherwise I would assume it is simply malting time, and he will get better soon! They do sleep a lot when they malt.

When the bird is pulling out its feathers, it means she or he is stressed out. Alternatively, it could be sick and need treatment.
