I cut the fibrous roots of an orange tree and transplanted it. Will it grow, even though it wasn't taproot?

It should. Orange trees don't have to be transplanted from taproots—as long as you have some root base you should be good to go. I would recommend, however, that you make sure to plant the tree where there is lots of sun and that you give it plenty of moisture.
