Building permits are registered with the city and are available for the public to see. If he isn't violating any zoning, then he can probably build it.

Building permits are filed with the planning and zoning office. For a fee, you can request a copy of the permit. It depends on the law in your city.

I am assuming that a building permit would be accessible by your town hall. That is where records of all kinds of permits are. Though, you can't really stop your neighbor from building what ever he wants on his property. What would you do if he were trying to stop you from building something on yours?
