The water to cement ratio depends on the job you are doing with the cement. If you are looking for a stronger concrete result, use less water. However, it might be more difficult to mix than if you make the mixture thinner. There are special drill bits for mixing cement that you can purchase at your hardware store.

When you buy the cement the instructions should be on the package. If you get the mix at Home Depot they can also help.

Buy your pre-mixed cement mix at your hardware store and follow the directions on the bag. Much easier than mixing your own.
