A lot of people make their own so they can get the details right, so the best way is to know how to sew. Use a good image that has all the details so you can accurately copy it. Don't forget to buy props for the character too.

If you have basic sewing skills, the easiest way is probably to buy a commercial pattern for a similar garment and alter it as needed. If you have more advanced sewing skills you may be able to draft your own pattern from scratch.

You need to go to Mood,get the materials and clothes needed, then you can go see a simstress with a picture of the costumes, or get one sewed for you.
