First thing to do is clean up your hard drive. You should look at you installed software and remove any software you never use. After that clean up your registry, this is especially important in older windows editions (Windows XP/Vista). Defragmentation can also be a major speed boost, this should always be the last thing on your list.

You have to remove programs that are using your resources, or install more RAM. To see what is using your resources right click on the toolbar and run task manager. Find out what is using your resources and if you can, remove it. If you need RAM installed, you should have a professional install it.
