The way you get a hickie is that the partner that you choose sucks on your neck. The vacuum effect in your mouth irritates the skin, hence you get what is called a lip burn. This is also be applied on a vast majority of the human body, not just the neck.

Suck and/or bite her neck pretty hard. Don't do it to hurt her, but all that a hickie really is are some broken blood vessels. If you suck hard enough, you will break the blood vessels and leave a mark. Most of the time hickies happen by accident because they are hard to cover up.
