You do not need to take a test to get a business license. To get a business license you need to file a business registration with your state. This will notify the state of who owns the site and who is responsible for taxes etc. Beyond that you may need insurance etc.

This could be a retail license, a vendor's license, a liquor license or one of any number of other permits for a specific business. The Department of Revenue or the Mayor's office can direct you.
