How do they decide what the abbreviation for things should be?

Do they come up with the abbreviation and then the words? Or vice-versa?

Abbreviations take the first letters of the various words that make up a phrase or name and turn them into something shorter. First there is a name for a school, organization, etc. but to call it by something shorter, an abbreviation is devised. This makes writing memos, referring to the place, and remembering its name, much easier.

Words come before their abbreviations in most cases. The abbreviations develop over time when a word is used commonly and is shortened.

Most legal, technical and organizational abbreviations are the first letters of the words involved. Many political groups and laws will have an acronym selected and then the words selected.
