How do I troubleshoot a mower that is not starting?

From the troubles I have had over the past ten years. First I would check your plugs,if there's exccess oilresidue clean and make sure you have the right sparkplug in place and the right size gap. If all else fail's spray starting fliud on it and try again but dont over spray.

Check these items to check for spark and fuel supply. Check the fuel filter, remove the spark plug, put plug wire back on with plug removed, turn over engine and look for spark on electrode as engine turns. If no spark try replacing plugs. Check air filter if dirty relace.
