You can go to wikipedia and do a search on your birthdate. That will give you a very long list of people who were born and died on that date.

That's a good question, as there is no worldwide database to find birthday twins at. There are a couple of websites that offer the service, for free, but they are only as good as the people who go and sign up. Hence, what you desire might not be possible.
