IQ, or intelligent quotient, is a term coined as a way of quantifying humans strictly in comparison to other humans via standardised testing. Thus cats and all other animals cannot have IQs and cannot be compared because there is no accepted way to measure their individual scores.

IQ is a purely human qualification based on learning, so in a way, yes they do. Cats have intelligence and learning skills equal to a very bright young child, but don't expect them to learn or behave as a child does. Cats have excellent memory and adaptation skills.

There is no formal IQ testing for cats, but some cats are certainly smarter than others. Cats can be trained to do tricks and even to use a human toilet instead of a litterbox, so they are intelligent animals, but there is no IQ scale for cats like there is for humans.
