I'm sure that there are many, many television programs that are never released on DVD. Only the most popular programs or those w/ a "cult" following are released on dvd.

Many shows don't go on DVD. Unpopular shows won't go on DVD, and sometimes there are contractual or legal reasons for a show not to go on DVD.
