To restore a 1961 Buick LeSabre i would start with rust removal and prevention. This will require a lot of undercarriage work. Engine is the next step.

I would first create a budget that you have available to work with. Then I would start in with known problems and build in a lot of extra money for surprises. Then begin with a frame off restoration, motor, transmission, and finally body and interior work.

The best thing to do is to use Bondo in any places that have rusted through and then you can get a paint job and redo the upholstry.

Frame up? Keep all bolts in separate boxes/totes so you're not installing shocks with brake bolts. Don't try to do everything all at once (paint the frame then go onto the engine stuff). You'll become overwhelmed and time/money may run thin, quickly. Use proper safety equipment for heavy components.
