Can I exchange a 39 cent stamp?

The short answer is no. But, stamps are technically legal tender. But the easiest solution will be to buy lower value stamps to make it worth enough to mail.

I believe that once you buy stamps, they are yours. Since the price of a stamp is no longer 39 cents, just add one cent stamps to your envelope to equal the amount of a new stamp. Or, you could do what I do and buy the Forever Stamps.
