The peace sign which the counterculture used in the 1960's consisted of raising the hand, palm outward, and holding up just the index and middle fingers to form the "V" sign. Holding up 2 fingers signifies the letter "V" instead of the number 2.

The peace sign is a "V" rather than a 2. It meant "victory" in World War II, and was used by Richard Nixon to mean that as well. Counterculture protesters used it to mean "peace" in a mocking response to Nixon's usage, and that meaning has continued to the present day.
