Why does my parakeet lose her feathers?

There is a difference between 'losing' feathers and plucking. If there are a bunch of small, intact feathers then she is likely molting, which happens with the change of seasons.

Parakeets lose feathers when they molt, which can last for several weeks. They first molt when they are several months old, and then once or twice a year after that. Parakeets can also molt when there is a significant change in the weather. It's normal, however they can also lose feathers when they are ill or if they have mites.

All birds normally moult to replace their worn feathers with new ones. Also they can pull them out due to nervous issues and boredom, and some birds eat their own feathers. Also itching can dislodge them especially if they have mites or other parasites. Most of the time this is a normal replacement.

If it is a new bird, it may be from the stress of moving

Well beside what was posted above, it could be due to Zinc poisoning from toys, beak and/or feather disease, bad molting, and Giardia(very common in Parakeets). I would suggest taking your bird to a vet to give ita good look over abd a test for any of those diseases
