It could be your brakes or you universal drive shafts located in the front of the vehicle. Sounds like a combination of all of those things.

The noise you are hearing is most likely a worn front wheel bearing. When you are braking or steering you are putting a side load on the bearing and it may cause the bearing to scrape on the race.

More than likely it has something to do with you front axle or steering knuckle. The knuckle is probably worn and needs to be rebuilt.

There may be possibly something wrong with your transmission on your Dodge 4 wheel drive vehicle. I would look at that first and then have an auto mechanic take a look to see if there are any other problems.

Check your brake pads and disc. Check all four. Then, proceed to your 4 wheel drive system. Particularly the front drive. It may be malfunctioning.

This is due to the weather conditions especially if you live in a place with rain or snow this causes the grinding noise while applying brakes and taking a turn.
