Because the muscles are trying to support your body weight under high impact. Have you recently started jogging? You may be overexerting yourself and the muscles are trying to adapt. Try taking a break from the jogging and intersperse walking as part of your routine. You can also try different shoes, once that provide better roll support.

Mostly likely it is improper footwear. 70% of people overpronate, which is the inward rotation of your foot after heel strike, and if you are wearing shoes that are not designed to support that overly inward rotation, it puts too much strain on the ankles, causing swelling.

Edema (swollen ankles) is caused by multiple reasons including injury, hypertension, or standing for long periods of time. Seeing a doctor is helpful to determine why it happens to you.
