Cats are playful animals, or it seems such to humans. Tail chasing is a way for a cat to obtain: 1) exercise, 2) have fun and 3) more importantly practicing hunting. Therefore, although humans see a cat playing, he is really chasing his tail so that he can chase down an animal in the wild.
