The doctor declares a person dead. If a person dies at home, the person who finds him should still call the hospital, and they will send over a doctor or medical examiner to look at the body.

The one who declares the person dead is whomever is present at the time of death, or whoever is the first to find the deceased. A person who dies alone is not considered dead to the rest of the world until they are found. For example, a missing person isn't pronounced dead until a body can be produced.

A person must be declared dead by a doctor. This often happens at a hospital or in an emergenc room; it can also be done without the doctor seeing a person is someone like a paramedic contacts the doctor and explains the readings that show no life. Otherwise, the local coroner (who is also a doctor) does it.
