Wal Mart typically has inexpensive photo frames of all sizes, shapes, and colors. If you go there, they will have a whole section dedicated to this. You can ask any employee where to find the picture frames and they will direct you in a kind manner. They will be so helpful.

That is a odd size and if you want an inexpensive frame you may have to buy a 14 x 20 and use a mat for the extra space. Otherwise I would make my own. Wal-mart should have an inexpensive choose or try a local thrift store or secondhand store.
