When is a car "tricked out"?

Well, compare the car in question to however the average of the same car comes off of the so called assembly line. If it is exceptionally different, not damaged.

A good way to tell if a car is tricked out, is when there are new rims on the car. And if there are turbo or oil pressure gauges inside the car. The body kit will explain what you have done to your car also. The most important thing is the power and sound of the exaust system.
