A rash between your genitals could be caused from the area rubbing together to much while sweating, some surfers get this from surfing and being in wet shorts. It also could be something more serious and should be checked out by a doctor if it doesn't go away, because it could be an std.

It could be quite a few things, obviously STD being your first concern. You need to go see your doctor for treatment before you spread it to some one else.
