There are a lot of third party SPAM blockers that work with Outlook that you can choose from such as Cloudmark, and Spamfighter.

Outlook has a JunkMail Filter, which you can adjust by going to Tools, Options, on the preferences tab select teh Junk Email button. Change your setting to HIGH.
