What should I know about hamburger meat and safety?

You should never let it sit out on the cupboard to thaw. Most people do this but the proper way is to leave in the fridge to thaw. Cook your meat well. Most restaurants won't even serve hamburger below medium anymore due to health concerns.

Realize that the hamburger you buy is likely processed in large amounts, so any contamination is wholly mixed in and cook it thoroughly.

Keep it refrigerated until just before you use it, and never thaw it at room temperature. Keep any cooking utensils or surfaces that come into contact with the raw meat separate from other foods during preparation, wash hands well after handling it, and cook it thoroughly.
