Ideally their mom should still be nursing them. At this age, you can also begin supplementing them with puppy "gruel", which is dry puppy food mixed in a blender with water. As the puppies get older reduce the amount of water and increase the food. If their mom is not nursing them the puppies need puppy formula.

You will need to go to the vet forst thing and give them a good check up. Most vets offices will have bottles and formula available. A 3 week old pup is not supposed to be weened yet. If the vet doesnt have what you need they can tell you what to get and where to go.

At three weeks pups should still be nursing from their mother but you may now introduce blended puppy food with mother's milk. However, their main source of nutrition should still be from their mother.

3 week old pups are too young to be eating all solid food. You can purchase commercially made dog formula from your vet if the mother is not available.

At three weeks old most puppies are still nursing. If they are orphaned a mother's milk substitute needs to be given to them. Some people, though, will offer their real young puppy something like puppy chow moistened with warm water. Most puppies aren't that interested yet in eating dog food.

Mom should still be taking care of them but if not go to your vets office and they will give you some formula specifically for puppies and they will tell you how much and how often to feed them.

It is quite difficult to feed a 3 week old pups. If its an orpon, then I suggest best thing is to give him any kind of baby food like cerelac.
