The underside of dogs' tails often remain slightly damp and secreted oils can gather there as. There are also two glands directly under your dogs tail called "anal glands" that discharge a smelly fluid when your dog has a bowel movement. All of these things contribute to the staining.

There are glands by the dogs rectum which need to be regularly exposed by a veterinarian, if they are not exposed then sometimes they can leak which causes an orange like staining.

It has quite probably got diarrhea. You'll want to give it plenty of water to drink and call a vet if it doesn't subside in the next days.

Your dog has probably been licking himself. Contact with body fluid such as saliva turns the fur orange i. e. , tearing produces stains under the eyes.

... It's poop. I don't know how to fill up 20-30 words with this question. Seriously, under your dog's tail is where poop comes out. It's poop.
