Answer by  monkeyz (3150)

According to the Little People of America, a dwarf is someone who is around 4'10" or shorter, at full adult height. To legally be considered a dwarf for disability purposes, one must be diagnosed with dwarfism. In addition to being shorter than average, the dwarf's limbs are often disproportionately short compared to the rest of their body, presenting some disadvantages.

I'm not sure there is a legal definition for dwarf. Dwarfism, however, can be considered a legally handicapping condition depending on the severity of physical problems associated with it. A dwarf is someone whose adult height is under 4 feet, 10 inches and whose condition is caused by a medical disorder, such as growth hormone deficiency or abnormal bone development.
