Cats have very sensitive metabolisms; while dogs can safely take several OTC medications, most are extremely toxic to cats. The best decongestant for cats is one prescribed by a veterinarian.

Congestion usually means upper respiratory infection so you should get him checked up by a veterinarian for some antibiotics. Home remedy for de-congestion is to leave him in a small steaming bathroom for 10 to 15 minutes couple of times a day to loosen up the mucous.

Do not give your cat any medicine meant for humans, you may kill her. This is often a symptom of an Upper Respiratory Infection, which can get very serious quickly, so see your vet. If your vet decides it is allergies, they can suggest methods to help alleviate that.
