Tag means when you are "tagging" someone or want to make sure that a specific person sees your post online. Ping is when you want to "buzz" someone.

Tag and ping are computer things. Ping is when you receive a message and tag is the opposite command of that.

Tag and ping is a term referring to social bookmarking or Folksonomy. You can get immediate exposure for your blog postings without any additional effort submitting your site to search engines. It is definitely a computer thing.
