What do they do when they're making 89 octane fuel?

They do the same thing as 91 and 93 octane fuel. They used a process called distillation to separate the fuel out. The only difference is that lower octane is created from the vapors at a lower level of the distillation column. However some fuels a re supplement with ethanol to increase the octane rating.

89 octane fuel is crated during the oil cracking process. It is the mid grade separation between the low grade and high grade, which has 89% octane (chemical formula C8H18).

89 octane fuel is bottom off the barrel gas which is made by not adding the additives consistent which the other higher octane fuels. Mid grade and high test both are 89 octane until the additives are instilled.
